Development Plan for the OSDC Area

All planning applications within the OSDC area are determined in accordance with the statutory Development Plan, unless material considerations indicate otherwise.

At present, the OSDC does not yet have an adopted Local Plan. Until this is in place, the Development Plan for the area is made up of the relevant adopted plans of the host boroughs, together with the London Plan and national planning policy.

The OSDC area spans parts of both the City of Westminster and the London Borough of Camden. The applicable borough Development Plan will depend on the location of the site.

Supplementary Planning Documents and Guidance

A number of Supplementary Planning Documents (SPDs) and other guidance produced by Westminster, Camden and the Mayor of London are also relevant to development within the OSDC area. These provide additional detail to support the implementation of Development Plan policies.

Transition Protocols

Oxford Street Development Corporation have agreed a series of protocol documents with Westminster City Council and LB Camden in the context of the transition of development management and enforcement powers on 10th August 2026.

These protocols have been agreed in order to maintain effective processes within each of the topic areas and ensure a smooth transfer of planning function responsibilities to OSDC.

Future OSDC Local Plan

OSDC is preparing its own Local Plan, which will in due course form part of the Development Plan for the area. Once adopted, this will replace the relevant borough-level policies within the OSDC boundary.
