Appointment of Auditor

THE LOCAL AUDIT AND ACCOUNTABILITY ACT 2014 and THE LOCAL AUDIT (APPOINTING PERSON) REGULATIONS 2015

 

As required by the Local Audit and Accountability Act 2014, the Corporation gives notice of the appointment of Ernst and Young LLP to audit the accounts of the Oxford Street Development Corporation from 2025/26 to 2027/28.  This appointment is made under regulation 13 of the Local Audit (Appointing Person) Regulations 2015 and was approved by the Public Sector Audit Appointments Board at its Board meeting on 23 February 2026.

Openness & transparency

As a Mayoral Development Corporation, we fully adhere to the Mayor’s commitment to be an open, accountable and transparent organisation.

Our commitment to openness and transparency means that we:

  • help Londoners hold us to account by publishing information on how we operate and perform
  • ensure our decision-making processes and governance arrangements are accessible
  • aspire to respond to requests for information quickly and comprehensively
  • meet government expectations, but also to seek out opportunities to enhance transparency further and to remain at the forefront of local government transparency.

Access to our information

We believe that all information should be accessible. However, an exception would need to be made if:

  • one or more of the exemptions set out in the Freedom of Information Act 2000 (FoIA); or
  • Environment-Information Regulations 2004 (EIR) applied or publication would be prohibitively costly.

In February 2015 the Secretary of State for Communities and Local Government issued the revised “Local Government Transparency Code 2015” (the Code).

The Code sets out the minimum information that all Local Authorities must publish, the frequency it should be published and how it should be published. The full document can be accessed below.

Our board

The OSDC Board was appointed by the Mayor and its first board meeting took place on 7 January 2026.

The Board sets the strategic direction for the Corporation, approves its strategy, budget, business plan, planning policy, major expenditures and holds the executive team to account for performance.

Board Members are collectively responsible for achieving the Corporation’s vision for Oxford Street to become a “world-leading urban space” for retail, leisure and public life on behalf of the Mayor of London.
