Appointment of Auditor
THE LOCAL AUDIT AND ACCOUNTABILITY ACT 2014 and THE LOCAL AUDIT (APPOINTING PERSON) REGULATIONS 2015
As required by the Local Audit and Accountability Act 2014, the Corporation gives notice of the appointment of Ernst and Young LLP to audit the accounts of the Oxford Street Development Corporation from 2025/26 to 2027/28. This appointment is made under regulation 13 of the Local Audit (Appointing Person) Regulations 2015 and was approved by the Public Sector Audit Appointments Board at its Board meeting on 23 February 2026.

Openness & transparency
As a Mayoral Development Corporation, we fully adhere to the Mayor’s commitment to be an open, accountable and transparent organisation.
Our commitment to openness and transparency means that we:
- help Londoners hold us to account by publishing information on how we operate and perform
- ensure our decision-making processes and governance arrangements are accessible
- aspire to respond to requests for information quickly and comprehensively
- meet government expectations, but also to seek out opportunities to enhance transparency further and to remain at the forefront of local government transparency.
Access to our information
We believe that all information should be accessible. However, an exception would need to be made if:
- one or more of the exemptions set out in the Freedom of Information Act 2000 (FoIA); or
- Environment-Information Regulations 2004 (EIR) applied or publication would be prohibitively costly.
In February 2015 the Secretary of State for Communities and Local Government issued the revised “Local Government Transparency Code 2015” (the Code).
The Code sets out the minimum information that all Local Authorities must publish, the frequency it should be published and how it should be published. The full document can be accessed below.

Our board
The OSDC Board was appointed by the Mayor and its first board meeting took place on 7 January 2026.
The Board sets the strategic direction for the Corporation, approves its strategy, budget, business plan, planning policy, major expenditures and holds the executive team to account for performance.
Board Members are collectively responsible for achieving the Corporation’s vision for Oxford Street to become a “world-leading urban space” for retail, leisure and public life on behalf of the Mayor of London.

Scott Parsons (Chair) Currently CEO of Lysara, a pan-European platform at the forefront of building and operating energy transition infrastructure in key logistics and urban markets. He has an extensive background leading major projects in London. As UK Chief Operating Officer of Unibail Rodamco Westfield from 2019 and 2025, he oversaw flagship retail destinations at Westfield London and Stratford City, guiding the UK business through the Covid period. He also brings 13 years of senior experience from property and development company Landsec, where as Head of Property for its London business, he managed a diverse portfolio including buildings on Oxford Street spanning from Park House in the West to Primark and the Dominion Theatre in the East.

- Dr Margaret Casely-Hayford CBE
Dr Margaret Casely-Hayford CBE is a prominent lawyer, businesswoman and diversity advocate. She was the first Black British woman to become a partner at a City law firm, and brings Development Planning expertise to OSDC. She was previously on the Board of the Co-op; and held the role of Director of Legal Services at the John Lewis Partnership. She has considerable board experience and has chaired organisations such as Shakespeare’s Globe; and was also previously on the board of the British Retail Consortium

- Keith Edelman
Keith Edelman is a business executive with over 30 years of international experience across retail, leisure and property and has been a director of FTSE 100, FTSE 250 and Aim Companies. He is best known for his time as the Managing Director of Arsenal Football Club from 2000 to 2008, where he secured major sponsorship deals and oversaw the development of the award-winning Emirates Stadium. He is Chairman of MediaZest Plc, a non-exec director of JQB a non-exec director of Lifestyle Retail Group and was previously a Director of the London Legacy Development Corporation.

Emir Feisal JP is a specialist in transformational change and essential resource planning. He currently holds non-executive director roles across public sector organisations including The Planning Inspectorate, Companies House, and Disclosure and Barring Service. He is also a Magistrate and a Judge of the Family Court. A Chartered Accountant, he previously worked as Associate Managing Editor for The Sunday Times.

Asma Khan is a trailblazing restaurateur in London’s culinary scene whose Soho restaurant Darjeeling Express has won critical industry acclaim while staying true to her grassroots social and environmental commitments. She is a chef advocate for the UN World Food Programme and holds honorary fellowships from Queen’s College Oxford and King’s College London. In 2004 TIME magazine named her one of the world’s 100 most influential people.

Caroline Rush CBE is a major figure in the British fashion industry and served as Chief Executive Officer of the British Fashion Council since 2009-2025. She is credited with playing an integral role in elevating London Fashion Week, spearheading the Institute of Positive Fashion to drive industry innovation, and promoting British fashion onto a global platform. She was awarded a CBE in
2015 for services to the British fashion industry. She is now advisory to several organisations across the fashion and entertainment sector.- Kate Willard OBE

Kate Willard OBE advises government and others on the acceleration of fair growth, and governance. She is an experienced Chair and Non-Exec and gets things done, properly, fairly and at pace. She is based in Soho.

Howard Dawber OBE is the Mayor’s Deputy for Business and the Chair of the capital’s growth agency London & Partners. His extensive business career includes 17 years as Managing Director for Strategy of the Canary Wharf Group, where he was involved in developing the Elizabeth Line as well as supporting the 2012 Olympic Bid and Olympic Legacy.

Dee Corsi is Chief Executive at New West End Company, delivering place management, inward investment, destination marketing, insights, sustainability and advocacy services to over 125 streets in and around Bond Street, Oxford Street, Regent Street and Mayfair with 150,000 employees and an annual turnover of £12bn.
- Councillor Adam Hug
- Councillor Adam Hug
Councillor Adam Hug has been the Leader of Westminster Council since 2022 and a councillor for Westbourne ward since 2010. He is also Chair of Central London Forward, a member of the Local Government Association Public Service Reform and Innovation Committee, and a Trustee of the Royal Parks Board. Prior to serving as Council Leader he was Executive Director at The Foreign Policy Centre, an international affairs think tank.

Cllr Richard Olszewski has been Leader of Camden Council since 2024 and a councillor since 2014.
He has been a railway worker, special adviser to a Labour cabinet minister and now a government relations consultant.
