Oxford Street has long been recognised as the nation’s high street, a globally renowned shopping area that brings together iconic British and international brands. Once the jewel in London’s retail crown, it has played a central role in the city’s cultural and economic life for generations.

However, in recent years the area has faced significant challenges. The effects of the pandemic, the rapid growth of online shopping, and other changes in consumer behaviour have contributed to a period of decline.

The future

Following a public consultation in 2025, the Oxford Street Development Corporation (OSDC) has been established to drive forward the transformation of Oxford Street. The OSDC will have the powers needed to improve the public realm, secure investment and unlock Oxford Street’s full potential for years to come.

The OSDC will lead the regeneration of Oxford Street with a clear ambition to create an Oxford Street that is a world class destination for Londoners, businesses and visitors from around the world.

The Mayor of London has set out bold plans to create a new world class destination in the heart of London. Bringing together world leading public realm with cutting edge retail experience, Oxford Street will be transformed.

Oxford Street will be restored as one of the leading destinations to visit in London. The transformation will celebrate the street’s rich retail history whilst embracing an exciting, modern future.

Londoners, workers, visitors and businesses will be able to enjoy a lively, diverse Oxford Street which will have something for everyone. From flagship high street stores to the potential for on street events in a beautifully designed public realm, Oxford Street will once again be a place where people want to visit again and again.

The transformation will attract new investment to London, supporting economic growth, new jobs and reaffirming Oxford Street as the nation’s favourite high street.

    Nabeel Khan is the Chief Executive of the Oxford Street Development Corporation (OSDC). He has extensive experience in urban planning, economic development and regeneration across London. Prior to joining OSDC, Nabeel led the Growth & Environment department at the London Borough of Lambeth, overseeing major programmes including the Lambeth Growth Plan, the Waterloo Station Masterplan and an award-winning Kerbside Strategy.

    Katie Morrison is the Deputy Chief Executive Officer of Oxford Street Development Corporation (OSDC). With more than 20 year’s experience leading communications, external affairs and partnerships teams in the public and not-for-profit sectors, Katie brings strategic leadership and delivery expertise to support the Mayor’s ambitious plans to regenerate Oxford Street.

    Anne is a highly experienced town planner and regeneration leader with over 30 years’ experience delivering major development and infrastructure projects across London. She has held senior planning roles in the public sector, including at the London Legacy Development Corporation, where she helped shape the long-term regeneration of Queen Elizabeth Olympic Park and Stratford following the London 2012 Olympic and Paralympic Games.
